Wingate had found nothing objectionable about "She Done Him Wrong" other than "a general low tone." As for "I'm No Angel," he told Hays that he "enjoyed the picture as a piece of entertainment."
• • This toleration was about to end. In 1934 Hays put Joseph Breen, a strict Catholic, in charge of enforcing the code. Breen was a former reporter, State Dept. official, and organizer of a large and successful Eucharistic Congress for Catholics in Chicago which brought him to Hays' attention.
